अरजी बही - अठारहवीं सदी के उत्तरार्द्ध में मारवाड़-मराठा संबंधों का समकालीन दस्तावेज

Abstract

There are plenty of archival materials available to know the pre-modem and modem history of Rajasthan. Rajasthan State Archives has remained a place of attraction for historians because of the archival materials collected over there. The archive contains government documents of various princely states of Rajasthan. The major portion of archival materials in this collection are revenue documents and administrative records. These documents are considered to be the most important source as they contain detailed descriptions of the contemporary activities of the state. The Archive contains different types of revenue and administrative documents of Jodhpur state such as Arzi bahi, Kharita bahi, Ohda bahi, Patta bahi, Byav bahi, Hakikat bahi, Hath bahi, Khaas rukka and Parwana bahi, Sanad parwana bahi, etc. These documents provide a picture of the state's internal policy, external policy, administrative structure, socio-economic developments etc. In the Second half of 18th century, Marathas emerged as a major force in the princely states of Rajasthan and the major reason for their emergence was the internal dynamics of these states as well as their relations with the neighboring states. The present paper explores the importance of Arzi bahis of Jodhpur state in the late 18th century to understand the relations between Marwar and Marathas.

राजस्थान के इतिहास के पूर्व आधुनिक एवं आधुनिक कालीन इतिहास को जानने के लिये प्रचुर मात्रा में अभिलेखीय स्त्रोत उपलब्ध हैं। राजस्थान राज्य अभिलेखागार, बीकानेर में संगृहीत अभिलेखीय सामग्री इतिहासकारों के लिये सदैव आकर्षण का केंद्र रही है। अभिलेखागार में राजस्थान की विभिन्न देशी राज्यों के सरकारी दस्तावेज सुरक्षित किये हुए हैं। इस तरह के दस्तावेजों में बहियाँ सबसे अधिक मात्रा में प्राप्त होती है। लगभग सभी राज्यों के दस्तावेजों में बहियाँ सबसे अधिक महत्त्वपूर्ण है क्योंकि इन बहियों में संबंधित राज्य की समकालीन गतिविधियों का विस्तृत लेखा-जोखा मिलता है। जोधपुर राज्य से संबंधित अनेक प्रकार की बहियाँ प्राप्त होती हैं, जिनमें अरजी बही, खरीता बही, ओहदा बही, पट्टा बही, ब्यावरी बही, हकीकत बही, हकीकत खाता बही, हथ बही, खास रुक्का व परवाना बहीं, सनद परवाना बही आदि प्रमुख है। इन बहियों में राज्य की आंतरिक नीति, बाह्य नीति, प्रशासनिक व्यवस्था आदि का समकालीन चित्र प्राप्त होता है। अठारहवीं सदी के उत्तरार्द्ध में मराठाओं ने राजस्थान के राज्यों पर अपना प्रभाव जमाना शुरू कर दिया था और इन राज्यों की आंतरिक स्थिति एवं पड़ौसी राज्यों का साथ संबंधों की विविधताओं ने मराठा प्रभाव को जमने में महत्वपूर्ण योगदान दिया था । प्रस्तुत आलेख में अठारहवीं सदी के उत्तरार्द्ध की जोधपुर की अरजी बही का समकालीन मारवाड़ मराठा संबंधों के संदर्भ में महत्त्व को उजागर करने का प्रयास किया जाएगा ।
